This video from October, 2013, is only 36 minutes long but gives a lot of information about getting published. One thing I would add regarding reading fees for contests is, personally, I'll only send money if the reading fee includes an annual subscription to the journal running the contest. On a related note, I highly recommend any poet subscribe to one or two journals per year to support the community. It's usually less than $20 for a year and keeps me exposed to new writing. Over the last few years I've alternately subscribed to Tin House, Ninth Letter, Mason's Road, Crab Orchard Review and keep ongoing subscriptions to Poetry and Poets & Writers.
